Uzbekistan implements National Programme “Combating heart attack and stroke”

In January 2026, Uzbekistan adopted the National Programme “Combating heart attack and stroke.” The programme includes prevention and awareness activities supported by IDF Europe member, UMID (Charity Association of People with Disabilities and Diabetes), and marks an important step towards strengthening the prevention, early detection and management of cardiovascular and cerebrovascular diseases. Following initial implementation, the programme will be expanded nationwide from 2027. 

The National Programme is based on internationally recognised frameworks, including the ‘Stent for Life’ initiative of the European Society of Cardiology and the WHO Action Plan for Stroke. It includes comprehensive recommendations across preventiontreatment and rehabilitation, with the overarching aim of reducing mortality and disability from heart attacks and strokes. 

Key priorities of the programme include the early detection of acute cardiovascular and cerebrovascular conditions, improving the quality and timeliness of medical care, strengthening rehabilitation and further enhancing cardiac and neurological services. As part of this approach, standardised emergency care algorithms and clinical pathways will be introduced, alongside a “golden hour” timeframe in line with international standards to ensure rapid intervention in acute cases. 

Digital innovation and emergency care strengthening 

A core component of the programme is the expansion of the logistical and digital capacity of emergency medical services. This includes the introduction of AI-based analysis and transmission of ECG results, enabling real-time data exchange between ambulance teams and hospitals. AI-supported stroke diagnostics will be implemented in inpatient facilities, while hospitals will be equipped with clot-dissolving medicines and essential consumables for emergency interventions. 

In addition, an electronic registry of patients and at-risk populations will be maintained within the national Electronic Health information system, supporting better monitoring, follow-up and planning of care. 

Prevention and public awareness at community level 

Alongside clinical and digital advancements, the programme places strong emphasis on prevention and public awareness. Planned activities include public service announcements, infographics, animations and short videos across traditional and social media, as well as billboards and banners in public spaces. Educational seminars and training sessions will also be held in schools, workplaces and local communities to support early recognition of heart attack and stroke symptoms. 

In support of these efforts, UMID will contribute to prevention and awareness activities, particularly in rural regions. Building on 17 years of experience in diabetes prevention and healthy lifestyle promotion, UMID will hold community discussions on heart attack and stroke prevention and the importance of healthy living. These activities include the use of educational brochures, a diabetes prevention video developed by UMID and community screening for blood glucose and blood pressure. 

Through this integrated approach, combining national policy, digital innovation and community-based action, Uzbekistan’s National Programme aims to strengthen cardiovascular health outcomes and reduce the long-term burden of heart attack and stroke.
