The International Pharmaceutical Federation (FIP) launched the FIP Montreal Declaration on non-communicable diseases (NCDs) during the second plenary session at the 2026 FIP World Congress (84th), Montreal, 30 August–2 September 2026. The International Diabetes Federation (IDF), along with several FIP partner organisations, supports this declaration.
IDF has long advocated for diabetes to be treated as a priority within the global NCD agenda, engaging with UN processes such as the High-Level Meetings on NCDs and the World Health Assembly to push governments toward stronger financing, accountability and integrated care, while partnering with aligned organisations to advance joint policy solutions across diabetes and related conditions.
The FIP Montreal Declaration on NCDs reaffirms the pharmaceutical profession’s commitment to accelerating action against the leading cause of death and disability globally.
The declaration comes at a pivotal time. Following the 2025 United Nations Political Declaration on NCDs and mental health and well-being, 2026 has become a milestone year for translating global commitments into action. Strengthening pharmacy’s contribution to NCD prevention and management is one of FIP’s advocacy priorities for this year, with pharmacists recognised as essential to delivering integrated, people-centred primary health care.
What’s in the FIP Montreal Declaration on NCDs
The declaration urges policies that allow pharmacists to work to the full scope of their expertise across NCD prevention, screening, treatment, and long-term management, supported by fair pay, workforce development, digital health tools, interprofessional teamwork, and equitable access to services. It also emphasises tackling shared risk factors, such as tobacco, poor nutrition, inactivity, low immunisation and limited health literacy, while also addressing the specific needs of people with NCDs in humanitarian and vulnerable settings.
Through this declaration, FIP and its member organisations pledge to turn these priorities into concrete action at the national level by strengthening pharmacy services, tracking measurable results, and continuing to exchange best practices, in turn helping to advance the broader effort to curb the impact of NCDs and build health systems that are more resilient and sustainable.
